Child Care Program

On January 1, 1998 the Day Nurseries Act was amended to provide the Ministry the authority to designate municipalities and District Social Services Administration Boards as the childcare delivery agent. On January 1, 2000 the DTSSAB assumed responsibility for Child Care funding.  Licensing still remains a responsibility of the Ministry although it is expected that this will be transferred soon.

DTSSAB Responsibilities:
  • Negotiation of Service Contracts
  • Needs Testing for Eligibility
  • Fee Subsidy Management
  • Wage Subsidy Management
  • Resource Centre Programs
  • Special Needs Resource Programs
  • Serious Occurrence Protocol
  • Criminal Reference Check Protocol
  • Complaints
  • Dispute Resolution
  • Human Resources Child Care Funding

There are four types of childcare funding and services under the Day Nurseries Act:

Fee Subsidy

Fee subsidy provides financial assistance towards the cost of day nursery or private home day care services.

Wage Subsidy

Wage subsidy, is a subsidy for the enhancement of salaries and benefits for employees of day nurseries, private-home day care agencies, resource centres, and agencies that provide staff, equipment, supplies or services for special in home services under an agreement with the Minister.

Resource Centres

Resource centres provide a range of support services to caregivers of young children in their care giving role.  They provide drop in programs, workshops and toy lending libraries.

Special Needs Resourcing

Special needs resourcing involves the provision of staff, equipment, supplies or services in a place where private-home day care is provided or in a day nursery with respect to the special needs of handicapped children.

Applying for Subsidized Care

To apply for subsidized care, parents are advised to contact the Child Care Needs Tester in the New Liskeard office to arrange for an appointment.  The parent will be advised of the interview date, time, location and the necessary documentation that will be required.
