On July 1,
1998 the Provincial Government proclaimed the Social Services Administration Act. This legislation enabled the
municipalities to fund and provide a number of social and
community health services previously delivered and funded by
the provincial government. This change in delivery and funding
was part of a larger initiative by the province called Local
Services Realignment or LSR.
LSR resulted in the designation of 47 Consolidated
Municipal Service Managers (CMSMs) across the province. In the
northern part of the province, these CMSM’s are known as
DSSABs. The Timiskaming DSSAB is one of 11 such organizations
in Northern Ontario and has many of the same responsibilities
as Counties and Regions in Southern Ontario with regards to
the delivery and funding of health and social services. For

A nine member Board of Directors governs the DTSSAB. Those

of the northern and southern parts of the District are elected
at large by the residents of their area.
