DTSSAB – Strong Communities Rent Supplement Program

The Strong Communities Rent Supplement Program is a provincially funded, long-term rent-supplement program, designed to provide funding for regular and supportive housing units.

The DTSSAB has entered into an agreement to administer funding under the Supportive Housing Component in partnership with the Ministry of Health and Long-Term Care (MOHLTC) and the Ministry of Community and Social Services (MCSS).

What is Supportive Housing?

Supportive Housing units are units that are occupied by households receiving formal support services to maintain their tenancy and live independently in the community.  These support agencies receive funding from MCSS or MOHLTC.


The Supportive Housing Component of this program is a three party agreement:

The Support Service Provider agrees to:

  • Refer clients who qualify for support service funding and who are seeking accommodation, to the DTSSAB Social Housing Program;

  • Ensure that each individual seeking accommodation in a unit completes an application form provided by the DTSSAB;

  • Provide supportive services for their clients in order for them to live independently;

  • Support their clients’ ability to maintain a satisfactory tenancy;

The DTSSAB agrees to:

  • Ensure that each individual seeking accommodation meets the eligibility criteria for social housing;

  • Process applications for referrals made by the Support Provider;

  • Refer the applicants and their Support Provider to the Rent Supplement Landlord in accordance with the Rent Supplement Agreement;

  • Calculate the tenants’ portion of the rent;

  • Keep the agreement in force for the term of the Rent Supplement Agreement;

The Landlord agrees to:

  • Provide a specific unit for this program and for the term of the agreement.
